On distinguait l’urgence immédiate , pendant la crise, et l’urgence différée, après la crise. L’expérience impose désormais de prendre en compte l’urgence préventive, prévention stricto sensu et alerte. Les piliers de cette nouvelle approche : la mise en place de réseaux de proximité et un effort persévérant de formation et d’éducation.

The tsunami, emergencies and the long run

A distinction is made between an “immediate” and an “abeyant” emergency, the one during and the other after a catastrophe. Past experiences force us to envision preventive measures both in the strict sense of the word and in the sense of alerts. This new approach relies on local networks and persistent efforts in training and education.
