Avis du CESE (du 13 mai 2015) : « La bonne gestion des sols agricoles, un enjeu de société »

2015 ayant été déclarée par la FAO « Année internationale des sols », le Conseil économique, social et environnemental (CESE) s’est saisi de ce sujet, dans son volet agricole. Troisième assemblée consultative de la République française, composée de représentants de la société civile organisée, le CESE travaille sur les problématiques de notre société, soit par au-tosaisine, soit par saisine du gouvernement, ou encore en réponse à des pétitions citoyennes. La section de l’Agriculture, de la pêche et de l’alimentation du CESE a décidé d’étudier la ques-tion de la bonne gestion des sols agricoles, qui concerne toute notre société, à la fois sur le volet quantitatif – consommation de terres agricoles et naturelles, imperméabilisation et artificialisation de celles-ci – et sur le volet qualitatif – fertilité des sols, modes de production de biens alimen-taires, préservation de la biodiversité. Cet avis du CESE, co-rapporté par Agnès Courtoux et Cécile Claveirole, a été adopté par l’assemblée plénière du CESE, réunie le 15 mai 2015.

Opinion of the CESE of 13 May 2015: The management of farmlands, a societal issue

The UN’s Food and Agriculture Organization declared 2015 to be the “international year of soils”. In France, the Economic, Social and Environmental Council (CESE: Conseil Économique, Social et Environnemental) took account of this topic in its work on agriculture. Attended by representatives of nonprofit organizations, the council’s third assembly addressed the societal issues of farmland management. The CESE’s division on agriculture, fishing and the food supply has decided to study this question both quantitatively (the farmlands and natural areas converted to other uses, in particular for building, the impermeability of the soil) and qualitatively (soil fertility, modes of production, produce, the conservation of biodiversity). The Council’s plenary assembly adopted this opinion on 15 May 2015.
