Plan France Très Haut Débit : une gouvernance originale entre État, collectivités et opérateurs

Exemple d’une politique industrielle co-construite entre État, opérateurs et collectivités, le Plan France Très Haut Débit (PFTHD) lancé en 2013 doit aboutir à une couverture intégrale du territoire national en très haut débit dans un délai de dixans. Dans sa conception, ce plan a dû composer avec un cadre existant mobilisant une variété d’acteurs (personnes publiques, opérateurs privés, investisseurs et équipementiers…) et d’échelons territoriaux. Ne partant donc pas d’une feuille blanche, le Plan France Très Haut Débit a cherché à transformer cette complexité initiale en atout en s’appuyant notamment sur un modèle de gouvernance originale.

France’s VDSL Plan: Original governance by the state, local authorities and operators

As an example of an industrial policy jointly designed by the state, operators and local authorities, France’s plan for a very-high-bit-rate digital subscriber line (VDSL), launched in 2013, will cover the whole country within ten years. Designing this plan had to take account of the existing playing field — a variety of public institutions, private operators, investors, equipment-makers, etc. — and of the various levels of local authority. This plan, which does not spring from naught, seeks to transform the initially complex situation into an asset thanks, in particular, to an original form of governance.
